BelDoc: A Digital Service for Business Registration in Belgium

The official presentation of BelDoc—an online service for fast business registration and automated interaction between entrepreneurs and government authorities—took place in Brussels. The service was developed with the participation of the Ukrainian GovTech company Kitsoft in partnership with the Belgian business incubator Seven Seeds.


Ukrainian GovTech Expertise at the Core of the Service

The launch of BelDoc provides European Union citizens with access to advanced Ukrainian digitalization solutions. The technological developer of BelDoc is Kitsoft—a company that creates tools for public sector digital transformation and is also the developer of the Liquio platform, which enables the rapid launch of government and municipal services.


Based on Kitsoft’s solutions, a number of Ukrainian digital projects have been implemented, including the Diia public services portal, eMalyatko, e-Resident, and other services. Ukraine’s digital transformation experience is becoming the foundation for applying proven technological solutions in EU countries, and BelDoc is one such example.


BelDoc as a Bridge Between Business and Government in Belgium

The BelDoc application aims to make business registration in Belgium faster and less bureaucratic. The platform will allow freelancers, entrepreneurs, and companies to register their businesses online, as well as automate further communication with government authorities, financial institutions, and partners.


Similar capabilities are already available in Ukraine through the e-Entrepreneur system. The European market, particularly Belgium, has not yet reached this level of digitalization, and BelDoc is designed to become a bridge between entrepreneurs and public authorities.


BelDoc’s Early Partners and Market Demand


The BelDoc presentation was attended by representatives of the European Commission, Belgian local businesses, and operators from France and Germany. Participants discussed opportunities for integrating the service into the European business landscape and the next steps in its development.


“We are looking for early adopters among Belgian companies who will help us test BelDoc and identify the most relevant needs of entrepreneurs. We plan to continue hosting such networking events, as they are an important part of our strategy for developing partnerships,” said Oleksandr Iefremov, CEO of Kitsoft.

BelDoc is currently at the pre-launch stage. Preliminary cooperation agreements have been established with companies in the recruitment and notary services sectors. Helen Uvarenko, a specialist in launching acceleration and qualification digital programs, has been appointed Deputy CEO of the company.


“Market research conducted by BelDoc in the Benelux region shows strong demand for the product among non-profit organizations and creative industries. By combining AI, automation, and a deep understanding of local regulations, we help a new generation of entrepreneurs save time, reduce costs, and launch confidently in Belgium,” explains Helen Uvarenko, Deputy CEO of BelDoc.

The launch of BelDoc demonstrates that the technological experience of Ukraine’s digital transformation can be scaled and adapted to the needs of EU countries, shaping a new approach to interaction between business and the state.
